Is 40 degrees at idle with an i5-4690 using the Cooler Master Seidon 120V a good temperature?

EVen with a very cold room it always stays between 37 and 40 degrees with my cooler master Seidon 120V and it gets to 57 degrees at 100% load and when using Prime 95. When i had my Intel Stock cooler my CPU was always between 60 and 70 degrees idle and when i was under 100% load it got to 101 degrees from what Real Temp and such said. Does the i5-4690 get this hot? My Wife has an i5-4460 and it NEVER goes above 40 degrees even at 100% full load WITH the Intel cooler. Is it my cooler or CPU?

That is a high idle. I have a 4590 and a 4690K, both of which idle at about 33C. This system hits upper 30's as I type this, according to HWMonitor, and I have about 15 windows open. 57C is fine for full-load Prime95 26.6 That high Idle and mx temp should not happen with a locked 4690. My 4690K at 4.8Ghz idles at 35C and tops out at 72, running on a Noctua NH D15S and 81 with Prime95 26.6
