I cannot get the Asus M5A99FX to overclock an AMD FX-8350 much beyond 7% in spite of the fact that the CPU is still near room temperature.

Motherboard: Asus M5A99FX
CPU: AMD FX-8350
Memory: CORSAIR Vengeance Pro 32GB (4 x 8GB) 240-Pin DDR3 SDRAM DDR3 2400
Power: CORSAIR RM Series RM1000 1000W
Case: Thermaltake Core X9

Solution
Try the following;

- Downclock your memory temporarily to 1866 (if it isn't already) since this is the max official frequency that the FX-8 CPUs support.
- Put a fan to blow specifically on the VRM heatsink, and/or on the backplate of the CPU.

This should increase your headroom.

Yes, normally the bios DOCP or auto overclock gets at least 15%. This one cannot reach 10% with everything tweaked.

It appears that the M5A99FX cannot support the 8350.

Cooler Master Seidon 240M with 4 120mm fans in push-pull on top of the case with intake 120mm fan at the cpu blowing into the cooler. The cpu temperature doesn’t go above 90degF.
