System Slows Down, Freezes, Speakers Make A Buzzing Sound

I built my first PC about a month ago and ever since it has been freezing and the speakers buzz. This happens when I am watching an HD video or playing a game, usually when also downloading something or using the internet. The video I'm watching or game I'm playing slows down to a chug and the internet speed slowly drops to nothing and the speakers make a buzzing sound. The computer never crashes, it will stay in this state for hours. I've searched these forums and found others with this same type problem and have gone through the threads and tried what everyone has suggested. From testing the ram to the hard drives to stress testing my GPU, flashing my bios, watching the temperature of my GPU and CPU when this happens, I've booted with only one stick or ram in and alternated them, I even took it to a place and paid a company to look at it but they said that they couldn't find anything wrong because they ran the same tests I did and couldn't get it to happen.
