PC won't turn on first time. No signs of power

This happened the first time and I replaced the PSU, I received the replacement today and the computer still makes no signs of turning on. I've tried using a screwdriver instead of the front panel. All cables are securely in and all the headers are screwed in. I'm not sure what to do at this point..
 
Solution
One more test before deciding: disconnect the 8 pin power cable (leave only the 24 pin one), connect a case fan to the board and start it by touching with a screwdriver the 2 pins. Check the board's manual to make sure that you'll short the right pins.

The PSU turns on but not when used with the board outside the case, does this mean that the motherboard is fried?
