GPU, Mobo or PSU failing?

Hi everyone;

Allow me to explain what happened.This is not a new build, had worked fine for 4 months. A few days ago, I came back to my pc which i had left on to find that there was no signal to the monitor (the fans were spinning). After restarting the pc, everything was fine I was able to play and watch videos, etc.. Next day, when trying to power on the pc, the fans would go on, but I got no signal to monitor, and there was no POST beep (the motherboard always does this). After unplugging it, it was once more fine. Finally, the next day, the pc would not POST, so i decided to check the cables and make sure everything was hooked up correctly. After taking it apart, cleaning it (it was hardly dirty) and putting it back together, the PC started fine, but when I logged on to windows, the following happened:
1-Mouse lag or Stutter
2-Games that had 60fps previously now were at 12-40. Textures taking FOREVER to load.
3-Videos would stutter or freeze momentarily.

I tried using the IGP and everything seemed fine, though i was not able to play anything with it so i cant say about FPS.Tested RAM on another machine and with memtest and it was good. Intel HW monitor said all voltages were fine. As did speccy. I swapped out the mobo and cpu for an even older one i had lying around, will know how that works when i get home later today when im done reinstalling stuff. This should tell me if it was the previous mobo or cpu. Assuming it still causes issues, what would you guys think it was, GPU or PSU? Sorry for long post.

my specs:
i3-550
intel dh55tc mobo
8GB kvr1333 kingston value (4gb+2gb+2gb)
Evga 600b PSU
Evga gtx960 sc
2x Seagate 500gb SATA

Time to contact EVGA for a replacement!! The video card didn't work on a known working PC and on a new motherboard, it is apparently the bad part. That is the information they are looking for and need to hear.
You mention bench-marking: How are you bench-marking if the video card isn't working?
Mouse stutter can be caused by about a thousand things; at this point work on one problem at a time.
Your hard drives are probably fine but you can run Seagate's diagnostic tool if you are still concerned.
If the problem persists with the old equipment and the new 960 video card, then I would suspect the video card; EVGA will take care of that.
Since the system worked fine on IGP, it wouldn't seem to be the mobo, but if the system works fine with the old equipment and the new video card then the intel mobo is your suspect or perhaps even the the i3-550.
It could be your psu, but those symptoms don't initially nor necessarily point to it.

UPDATE:
Been busy working so I had not had time to update. In case it helps someone, here is what ive done so far. I installed the video card on another working motherboard/cpu. It still had the same issue. I tried it in the new motherboard with another PSU, and still the same issue. I did notice something strange (and new). Because it was a new windows install, i had to transfer as well as download some files in order to benchmark. The mouse stuttering happened for a few seconds after the files were done transferring. The HDD is somewhat old, could the HDD be causing this? BTW, there is no clicking or anything else odd with the drive. Tonight i will install windows yet again on my previous board, on a different HDD, I suppose that would clear any doubts about the HDD causing issues. Any ideas, suggestions? Will update ASAP.

After all it was the video card, fresh install on another HDD. BTW, the card shows the image, but what it has is a lot of stutter with the mouse, and MASSIVE fps drops in games (games that ran perfect 60 fps now dip to 12 fps). I was using my last save from alien isolation as benchmark with fraps. Also, I had some artifacting (the jagged spike things) while the temp was only 60c according to gpu-z. Now I am sure and I will contact EVGA.
