I have a dell computer with a 1TB mechanical hard drive installed, It is only showing 75GB of drive being used. The drive is running on the slow side. Would a 512 GB SSD drive be alright to use? I do not plan on installing any more programs. I am running windows 8.1.

You probably don't need any more than 120 GB, but I would go with 250/256 since the price difference is so small. The 512 is fine, but if you are only using 75 and don't intend to use more, it's quite a bit larger than you need.

get at least 250G SSD ..

First , 120G is half speed at writing for most SSD.
Second , you will need to leave 20% of the SSD Empty for it to work optimal speed (when the SSD is near full it slows down miserably)

20% of 120G is 24G , so you will have 96G left to use , and you already have 75G to fill. NOT GOOD.
