CPU running at %100 in task manager even with chrome

I just recently built a gaming computer, mostly to play csgo with and no matter what setting i change in the bios oc settings or csgo my task manager shows CPU running at %100. Along with that i am getting lots of lag/freezing. Please help i dont think its my specs but i really dont know a whole lot about this stuff.

CPU/Motherboard
AMD FX-8350 EIGHT CORE CPU 4.0+MSI 970 Gaming SATA6 USB3 CrossFireX/SLI Motherboard

Graphics card
GTX 960

Memory
16gb of hyperX fury RAM

check for viruses and malware.. use malwarebyte or hitman pro trial, trust me they will get them nasty things out. i have a 8 core also and it runs no where near that utilization when programs are open.

If your system's CPU spike is constant, the software at fault probably loads when Windows boots. Select Start, Run
, type msconfig, and press Enter. Click the Startup
tab, uncheck suspicious options one at a time, and reboot until the problem stops.

No... The CPU is always running a little high tho it runs at like %12 even if nothing is running. But its runs at %100 when i have any program open, such as google chrome or a game and causes freezing/lag in game.
