Do my CPU needs a CPU cooler? (It sounds dumb maybe) (Not Overclocking)

Do my CPU needs a CPU cooler? I trying to get a Corsair H100I but a few friends of mine told me that my CPU doesn't needs a cooler it is because that the parts I have are good without it. I heard rumors & news that Haswell CPU's are hotter than their previous predecessor so should I get one? I will buy the cooler if I overclock my CPU but in this case is not.
Here is the list of my computer parts,

CPU: Intel Core i7-4790K 4.0GHz Quad-Core Processor
Mother Board: MSI Z97-GAMING 5
Video Card: MSI GeForce GTX 970 4GB Twin Frozr V
RAM: Corsair Vengeance Pro 16GB (2 x 8GB) DDR3
Storage: Western Digital Caviar Blue 1TB 3.5" 7200RPM Internal Hard Drive
Power Supply: Cooler Master VSM 750W 80+ Gold Certified
Casing: Corsair Graphite Series 230T Black ATX Mid Tower Case

Solution
It need SOME cooler, but I am guessing that you are using the included Intel cooler that came with the CPU. It will work fine. An aftermarket cooler might be quieter or perform better, but if you run at stock speed, the box cooler will be fine.
