Nvidia GTX 760 FPS/Usage Issue

My computer has been having one big problem throughout the time I've had it, which is it doing crap while I'm in-game. The fps in any game, even old ones, has been in the 0s-30s- if I'm lucky it'll reach the 40s. Upon closer inspection my GPU usage is very erratic and in low levels. I've reinstalled drivers, updated them, even wiped my computer to no luck. In addition I have been through numerous customer supports, scoured the internet for a fix to it, even sent the card back and got a new one in case it was dead. My rig isn't at all high-end, but it could run most games in my steam library at a stable 60. I configured it through a company (iBuyPower), as I wasn't too educated on pcs at the time, and it shipped fine. Always have had this problem however.

Sorry, at this point my PC had been running for the better part of the day. At a second look the temperature readings on the tower say it's at 32C, while Afterburner reads it as 84C. I don't know if it means anything but I checked in BIOS and my CPU frequency is hovering in the lower 2000's MHz. I never overclocked it either. If it is thermal throttling, how may I go about fixing that?
