Change meid by yourself

Hello, I have a phone that got its meid messed up. Is it legal for me to program it to use an old inactive phone's meid?I live in America, Pennsylvania to be specific. I know I an buy a meid, but I don't want to waste money. Thanks and have a good day.

This sort of thing is typically not legal whether you do it yourself or someone else does it. The way I understand it, you are essentially messing with a radio that operates in a frequency for which you would need FCC approval to change/operate. Your cell carrier has a license and can test their equipment to make sure it fits within what is legal. As soon as you change settings for how the radio actually communicates you are operating outside of the law.
