No OS installing, BIOS or SATA controller bad?

■ a week ago I ran a defrag on my HDD. In the middle of the defrag the PC lost power. When that happened I began to get a message saying that the HDD was going to fail imminently. I formatted the HDD many different times, to no avail. I got the same message. -- So I purchased a new Seagate 1TB drive. Nothin special. I thought that is where my problems would end. Now every time I attempt to install Windows 7, 10 or Linux. It fails while expanding windows files saying that not all the files are there. I have tried this with MANY different ISO's. Rarely it will finish expanding, restart the computer and then blue screen immediately, then not finding the HDD as a bootable device.

■ -- I have tried using burned discs to install the ISO and a bootable USB. I have tried replacing the SATA cables. I have tried changing the SATA controller mode from AHCI to IDE. I have ran Memtest from the Ultimate Boot CD, checks out clean after 2 passes. I have ran HDD tests, also checks out fine without problems. -- So I thought either somehow my SATA controller is bad, or I should try to reflash my BIOS. (Sometimes after a cold reboot the MOBO wont allow me to go to bootable device menu or bios. It will say its loading it but just sit there forever. If I remove power from the power supply for 10 minutes then try again. it has no problem)

■ -- So first things first I would like to try to reflash my BIOS. Currently it is running American Megatrends v2.61. The motherboard is an HP made by Pegatron Corporation, VIOLET 6. Version 6.01. All the tutorials to find the correct BIOS say to install software to find out what BIOS I need. The problem with that is the fact I do not have an OS.

■ -- When using the hardware detection tool on the UBCD it says I am running American Megatrends v5.14 BIOS, released 1/19/2010,revision 8.15. The motherboard is from a HP pavillion, processor is a AMD phenom quad core. I have 4x2GB sticks of RAM installed. I have a ATI Radeon 5700 graphics card installed. -- Sidenote if you think the SATA controller is bad. Is it possible to purchase a PCI SATA controller card to alleviate the problem? Thanks so much for any and all help. I have really run out of ideas here. I even work as a computer technician so this is very demoralizing.

■ I will be checking this post often, so ask any questions and I will answer them right away. Im trying to give all the details I can but I am sure I am leaving some out. -- I have browsed this forum for days looking for a solution and have not found one. Many of you are very insightful and I look forward to hearing some thoughts/ideas. Thank you very much for any and all comments on this post.

Thanks for any and all suggestions. I have spent many hours on this forum looking for answers and I have not fixed my problem so I decided to make a post myself.

I would connect the hard drive to the lowest numbered SATA port . Usually port 0 , but also sometimes 1 .

Then I would reset the BIOS by removing the computer from the power , and the battery from the motherboard . After that drink coffee or beer for 15 minutes .
After that sober up and reinsert the mb battery .

Then start and enter the BIOS . Check that it is set to optimal defaults [ or similar named setting ] Check the hard drive is listed , as well as the DVD drive .
Make the dvd the first boot device and try again

okay I did everything mentioned. Now when I try to load the boot menu it says Reboot and Select proper boot device. This is after I installed a new ISO using imgburn on x3 speed setting. which is the slowest the disc writing speed on this laptop will allow.

yes I did format the HDD, I have many times. So after I removed the cmos battery and tried again to install windows. The windows setup did not see the HDD. So I tried again later and then it couldnt finish creating the partition tables. Which has not happened before. I tried running DBAN on the drive. VERY quickly it failed and aborted the process. Does that tell you guys anything? Im not sure if that could mean my BIOS is bad or my SATA controller is not working properly.
