PC built for CAD, 3d Modeling and gaming

Hello everyone!
I need to build a pc as in the title, with the budget I have I considered the following solution:

CPU:Intel Xeon E3 1231v3 3.4GHz
CPU Cooler: Noctua NH-U9B SE2
MotherBoard: AsRock Z97 Anniversary
Memory: Kingston HyperX Fury 16Gb (2x8Gb) DDR3-1866
SSD: Samsung 850 EVO 250 Gb 2.5"
HDD: WD Caviar Black 1Tb 7200 rpm
Video Card: EVGA GeForce GTX 970 ACX SuperClocked
Case: NZXT Phantom (White) Full Tower
PSU: Ali 600w Be Quiet System Power 7

Now, I have two main questions:
1-Considering that I would mainly use the computer for CAD and 3d Modeling, would it be worth to spend a few more money on a better cpu such as an Intel i7 4790 3.6GHz(I do not intend to OC it)?
2-Considering that I do not intend to Oc it, is the Motherboard sufficient?

I would consider any other advice you may tell me.

Get an H97 Board if you don't want to do any OC'ing. Get an Antec or SeaSonic PSU if you plan on running that a lot. The Xeon will do just fine.

No worries, Please be warned though depending on what 3D programs you are using, The GTX may underwhelm over say a Quadro card. But a budget is a budget. Also you can probably save a little by going with 1600MHz RAM since that's in the Xeon's territory.
