So i've noticed that in every single game i play, there's always this weird pixelated, blurry effect.
This is a screenshot from the witcher 2 that shows this issue perfectly:

If you look at geralt's hair, you can see the ugly pixelated blurry effect. The issue is also apparent on his face, hands, on the wooden board he is tied to, etc.
I've tried turning on anti aliasing, tweaking settings in nvidia control panel, changing resolution, changing the settings on my monitor, and nothing seems to fix the issue. I honestly dont know what could be causing this problem...pretty much everyone has told me it's an anti aliasing issue, but like i said, turning it on, and tweaking other settings (both nvidia control panel and within the game) does absolutely nothing to fix the issue. I know it's not my monitor's problem, since i switched it with my old monitor for reference to see that the issue is still there even on another monitor. So i'm guessing it may be something wrong with my graphics card, but i dont even know. Ive tried googling this issue and i haven't had any luck in finding a solution. Ive also tried updating my graphics drivers, still no solution. Any help or suggestions or tips would be greatly appreciated. My graphics card is a 750ti, and my monitor is 1080p 60 hz
Oh i forgot to mention, i notice that i also see this weird issue in youtube videos of video games. I'm not sure if this is an issue with youtube player, but in almost every youtube featuring gameplay of a video game i have the same issue i do when actually playing the game.
