Will this PC build run witcher 3 @Ultra settings w/ at least 55fps?

Hi everyone, My pc build is this.

CPU: Intel Core i5-4690K 3.5GHz Quad-Core Processor
Cooler: Cooler Master Hyper 212 EVO 82.9 CFM Sleeve Bearing CPU Cooler
Mobo:ASRock Z97 Anniversary ATX LGA1150 Motherboard
RAM: G.Skill Ripjaws X Series 8GB (2 x 4GB) DDR3-1600 Memory
GPU: Sapphire Radeon R9 390 8GB Nitro Video Card
PSU: EVGA SuperNOVA NEX 750W 80+ Gold Certified Fully-Modular ATX Power Supply
Case: NZXT S340 (Black) ATX Mid Tower Case

As a newbie in computers I just want to know if this can run new games at decent settings High/Ultra 55-60fps? and also I'm gaming only at 1080p :)

Q. I also want to OC my processor in the future, Do I need to change my Cooler for that? or How much can I OC with my current Cooler?

Q. Is it worth it if I OC my graphics card?

I don't know how to OC truth be told, Just asking out of curiosity.

Would very much appreciate answers and opinions from anyone. :)

1080p,with hairworks off, yeah, with it on, you can set foliage distance to high instead of ultra, will not make anything less beautiful and keep your frames 55 average. will slow down on cinematics and specially when you get too close of geralt due to hairworks punishing your rig the close you get to their 'hairs'.

frankly, I do not think a 212 will handle up to 4.4ghz, i'd say a safer 4.2ghz, but frankly i own a 4770k not a 4690k, so just take this as a reference.

I was never a fan of OC'ing the GPU for several reasons, mostly becuz they're hot beasts by nature, some reach 100C right off the bat, so i'd only go CPU.
On 1080p/1440p u should get decent framerates , but you won't be able to max out everything and still get 60 fps (on 1440p especially).Sometimes you'll need to lower your settings.
I see you are playing on 1080p so your build should easily get good framerates at max settings
