What is the best GPU for this APU? than can run new games like assasins creed unity and the witcher 3??

You won't be able to handle more than low, to medium, in either of those games. ACU is horribly coded, and even high end rigs can struggle with it. I have an i5 3570k @ 4.0ghz, with a GTX 770, and would have to play on low, to keep the minimum FPS up enough to make it playable.
Witcher 3 is better, but still quite demanding.

I wouldn't go beyond a GTX 950, with your APU, and even that might be pushing it a bit. It's price/performance is quite good, though.

If your PSU can handle the R9 280X, you should go for it. AC & The Witcher are poor metrics to judge overall performance, and it is unlikely that is all you will be playing over the life of the video card.
In some games the A8 5600k will hold the R9 280X back --- others, not so much.
