Brother printer - Desktop can't find it, but iPhone can

I'm setting up the Brother MFC-J450DW in my college dorm room, so I'm on a public network. The printer connects just fine and says the connection is OK. However, when I'm using the wireless setup wizard on my desktop, it cannot locate the printer at all. I opened the ports advised in the manual and even set up an ip filter to allow all traffic to and from the IP of the printer and it still doesn't discover it.

My iPhone, however, did connect directly to the printer using the Brother iPrint and Scan app, but I had to manually enter the IP address I found in the menus on the printer. I can't seem to find a way to do the same (enter an IP) on my desktop. Any ideas?

Start> Devices and printers>add a printer>add network/wireless/BT printer> click on the printer I want isn't listed. select "add a printer using TCP/IP address or hostname. type in the IP address and click next.
It should locate online the device driver you need to use and then give you the option to print a test page once the driver is installed.
