Best setup for absolute consistent 60HZ 4K experience

Hey guys so first off, I'm a college student. Come second semester I want to bring down my full tower gaming pc. Problem is, my gpus are dying so i thought i should get an upgrade. Also, I've been using the same 1080p monitor for too long and thought "lets get that great 4k experience huh". So I have done research into multiple gpu's and different possibilities for dual gpu setups. I would appreciate it if people could advise me on the best setup, without going too far past $1,000. So yes this counts out a dual gtx 980ti setup or dual r9 furyx setup. The real debate is between dual 980's, dual r9 390x's, one 980ti, one titan, and one r9 fury x. Does the extra Vram really make a difference or not yet. Thanks in advance to anyone who can help. Finally, power and heat will not be an issue, I know exactly what some people might say about AMD cards ;) I intend to buy a couple more case fans if I can and I'll be getting a Corsair or EVGA 1000w power supply for great quality and possbile overclocking.

P.S. the rest of my setup is that I have Windows 7 Home Premium,16gb of Corsair Vengeance RAM 1866Hz, a 2TB hard drive, and an I7 4770k at 4.2 Ghz

I would think so. it appears dual fury non X cards do close to as well as dual 980ti cards in SLI. and dual 980ti cards is good enough for 60FPS at 4K at high to ultra settings. the only games that will need settings drops will be the witcher, and Shadow of Mordor and at medium to high you can still get that golden 60FPS or better. the free sync will help to smooth that out as well. also, you can always OC, and some of those non reference Fury cards have some pretty good PCBs.
well, Dual R9 390X cards should do pretty well, and they are often less than 980s. the real advantage will be with that actually usable 8GB of VRAM as two way crossfire will allow more than 4GB of RAM to be useful. a single R9 390X cannot make much use of anymore than 4GB. a single titan cannot do 4K at 60HZ on high or ultra settings, nor can a fury X or a 980ti. one idea that will go slightly over budget, but would yield great results would be dual fury non X cards.

Really, you think a little more overclock past 4.2 ghz is needed on a 4770k? Anyway yeah I could try and OC the fury's as well because the Sapphire PCB can handle a decent amount. Also, if a I get a 1200-1300 watt power supply from EVGA or NZXTI will be more than comfortable with trying to OC both my CPU and the fury's before crashing my system ;) .
