I had the same problem. Had Comcast out working on a solution. Desktop slow (1-3mbps), laptop fast (90mbps)... both wired directly into router, WiFi devices (tablet, phones, etc.) getting 35 to 40mbps. There were several problem initially - everything was slower. Comcast need to upgrade all cable connectors. Everything better, but still slow. Then we upgraded the router. Big improvement, but the one desktop never changed... 1-3mbps. So ran a full system scan and found a couple of bugs. Removed those and still slow, but improved when directly connected into modem. Tech thought because it was a Windows XP operating system, that was the cause and suggested I buy a new computer. Well, don't really want to do that AND I know my performance used to be better before they upgraded the speed and modem. So, I found on this site that sometimes the Network Adapter driver may need upgrading. Well mine was as current as available and wouldn't update. I was about to give up. Then it hit me, REMOVE the Network Adaptor from the Device Manager list, hard shut down the computer and then start it back up. Let Windows reinstall the hardware and appropriate driver. That did the trick! Now getting 90mbps!!! Yea!!!! Thought I should share if anyone else was having the same problem.

Yes, direct network wired into the router. Sorry not familiar with a power line adapter. They don't seem to be quite as reliable as a direct connection. Guess it's a better fix than WiFi, but I've heard people have problems with these power line adapters.
