No you cannot. The data required for HP System Recovery is on the system hard drive, usually in a hidden partition.

HP System Recovery can also be run from a set of recovery discs either made by you using the pre-installed HP Recovery Manager, or you can obtain a set of recovery discs from HP.

The only way you could use an external hard drive to recover the system is if you created a hard disk image with third-party imaging software and saved that image to the external hard drive.
