Thermaltake Versa II case, are the standoffs black and where to put a second fan?

I have the Termaltake Versa II case. Everything I've read about standoffs says that they are supposed to be brass. The bag of screws that came with the case appears to have standoffs, they look like they are the correct size and screw into the case holes - but they are black. Are they really standoffs?

Secondly, I bought a Noctua NF-12 fan for secondary cooling. But I don't know where to put it. Looking at the case it seems that the entire front is covered by drive bays.

the front fan is supposed to be between the drive bays and the front. You will most likely have to detach the drive bays to install the fan.

Front intake is mostly meant for hard disk cooling, not VGA (according to their site, you can use it however you want though)
Alternately side or bottom placement would work for graphics card also with bottom having higher likelihood of drawing in extra dust.

Yes, most often the standoffs are brass and not painted but if it looks like standoff, feels like it, works like it... why avoid it purely based on color?

Thanks. I'll see if there's enough room in the front. I don't have a graphics card at the moment, I'm going to use the onboard graphics for now.

As for the black standoffs I don't care about the color either - I was just concerned that to keep the motherboard from shorting they had to be brass for some reason. Perhaps they are brass painted black.
 
if you have the drive bays installed, it might be that the fan touches those and causes the vibrating sound that way.
Another possibility is that the fan is broken but in that case it would do pretty much same if installed elsewhere too except that the front of the case has usually more moving parts causing the vibrating sound to come out easier.

The drive bays are welded to the case so they can't be removed - I wouldn't recommend this case for that reason. Therefore, the only place to put the fan was between the front panel and the outside of the front of the case.

In this position about the only thing it was cooling was the hard drives and I couldn't get rid of the loud vibration noise - although I didn't try the "anti-vibration" screws it came with because I didn't want to open the package in case I returned the fan.

I don't have a video card so at this point I decided it's not needed. The CPU temperature was fine with the large fan I bought for it.

In the end I returned the fan and got a refund.
