My Gtx 960 is always running at full factory clock speed

My Evga gtx 960 keeps running at 1430. I have the card overclocked to run at 1556 and Once it gets stuck at this speed the only way to stop it is to restart the PC. But even though it says it's at this speed it runs like garbage, running games like farming simulator at 20fps! I've tried uninstalling and reinstalling the drivers and ega precision x but nothing works. Please try to answer this as fast as possible because I am selling this card soon and need it fixed, Thanks!

The thing is I have had it overclocked for 4 months and only now has it started doing this now. I got a new game and it stared doing this so Maybe the card can't handle the game? If so wI'll the graphics card still be good to sell?

1556mhz is an absolutely amazing speed, perhaps a driver update from nVidia has a different power profile allowed now?

They say electromigration effects will make BSOD behavior show up out of nowhere when the damage starts being relevant. Perhaps the record breaking clock speed is not sustainable anymore?

Personally I would stay at 1.2v, and clock up to whatever is stable and enjoy it.

I downclocked it back to what it was origanaly and it was good for a while but now it is doing the same thing I checked the power management mode but it was set to adaptive. It says it's running at 1430ghz but looks like it's running at 300ghz with unplayable performance in every game. is it Mabey just dying?

I have learned it has something to do with steam. I can play all my none steam games perfectly but as soon as I'm logged into steam it starts running like crap. If you have any ideas please post it!

I can't install msi afterburner because it says it's on a network path that doesn't exist or something like that. I delocked my gpu So I don't need to do anything with that... I repairs the steam games but with no luck, I'm going to try uninstall and reinstall steam, I will post what the results are

If my computer is on for a while and I open steam it will say it's running at 1430ghz and any game will start lagging
And I don't know what a malware scan is

Uninstalling steam and reinstalling it helped for about a day and now it's happening again, I will post an update when I get my new gpu but please keep trying to help, I really appreciate it
