Gaming PC configuration

Hello guys! Friend of mine is thinking about buying pc for gaming, he won't play games like GTA V, Metal Gear Solid V and Witcher 3 on ultra but he wants to at least try them even on low settings .He has limited budget and he got offered for these two configurations:
(They are pretty much the same but the cpu,gpu and the psu are changed.)

1:
ASROCK H81M-DGS /1150
G3220 3GHZ/3M/BOX/1150
4GB DDR3 1600 A-DATA 1
500GB SEAGATE 7200/6GB/16MB

So my question is are they okay for gaming and if yes which one is better?Thanks !

P.S- He has monitor,mouse and keyboard so he just needs the Pc.

The first one is the best as it has the fastest CPU and GPU of the two.

However I would recommend getting a NVIDIA GTX 750 Ti or a AMD R260X as these GPUs are almost twice as powerful as the HD7750 and are not much more expensive.
And maybe getting a Pentium G3258 as it is unlocked, even on certain H81 motherboards(with a BIOS upgrade) and able to reach 4GHz with a good CPU fan.

Thanks man,but keep in mind that this gpu is made by Power Color its not the normal AMD Radeon.He can't afford anothed gpu though this one will remain eventually.Also he won't overclock anything so we won't use better cpu.
