Gpu running at really slow MHz

I have a msi gtx 970 4g and it normally runs at around 1500 MHz. But today I started up my pc and I was getting very bad fps, the gpu is only running at 405 MHz and the memory at 810 MHz. Msi afterburner says it has a 99% usage but only 24% power usage. So probably my psu is broken? I have the gpu for around 6 months havent had any problems so far.

The same happens sometimes with my GT 740M and, when it does, I restart the GPU driver through Device Manager and the clock speed go back to normal.
If that doesn't work, repair your drivers, disable any OC software and restart your PC.
