CPU performing poorly after overclock

I overclocked my i7-4790k to 4.6ghz using AI Suite 3, which was a program that came with my Asus z97 motherboard. To my knowledge everything went fine with the overclock, but now I'm noticing my cpu doesn't want to perform, bouncing between 800mhz-1500mhz while downloading a file.

So now I've got a brand new $2500 rig that performs slower than my junk laptop. Kudos to me.

Motherboard: Asus z97-A
CPU: i7-4790k
GPU: MSI GTX 980Ti
Cooler: Panteks
RAM: 16G
Hard drive: 2tb Seagate
SSD: Samsung EVO 250gb

I've got a 25minute download on this file......and it's just a benchmark for my gpu. Something isn't right

I take that back, it's at 25minutes/15% completed....so well over a 30min download

Temps were getting in the high 80's during prime95 test. I ordered a closed loop liquid cooling system (Kraken x61) to replace my Phanteks air cooler. The reviews I've read comparing these 2 coolers show roughly a ~10c difference, so assuming I'll get those numbers as well I think I'll be ok
