[$700-800] First Time Budget Build!

I need assistance picking parts for a budget build, as I am not very experienced at picking out parts for lower priced builds.

Requirements:
- Needs to include OS and monitor
- Use the i5-4570s as the processor (VS what you would probably give me, the i5-4460)
- I would also like it to be mATX over ATX, I personally like the Nanoxia NXDS4B

Needs to do/be:
- Portable
- Mainly gaming oriented
- Handle games like BF4 on medium-ish settings
- Run quiet and cool
- Epic (and awesome, cool, and fabulous!)

Budget:
You should already know this from the title, but just in case, my budget is $700-800. This can be flexible by about $30 up and about $100 down.

I like this too, just the case is a bit biggish... something more like a RVZ01 or Azza Z style.

Also, i5-4570s?

Ok, void what I just said, I'll take the Azza Z, I actually kind of like it.
Could you get any more power in there for $830-860?

Anywhere close to a Skylake, possibly? I dont think so but you could try.
