During restart computer shut down completely for 2-3 sec then start again automatically why??

I have i7 6700k ha z170x gaming 5 memory rip jaws v gskill 3000mhz but I did not enabled xmb so now it runs at 2133 MHz ----it only happens when I restart

Do you have the latest BIOS? That may be it, if you are running the original, early BIOS the various DRAM and timings setup in the BIOS may not be ready for your sticks, might simply want to enable XMP and get them set up and running to spec
