Computer won't boot completely, IRQL_NOT_LESS_OR_EQUAL BSoD

Hi, my computer crashed a couple days ago and gave me the blue screen of death, with the message of "IRQL_NOT_LESS_OR_EQUAL" and a couple other things. I ended up restarting my computer, I tried to go through Startup Repair at first. The computer flashed that it was loading files, and the the splash screen appeared, however it just said "Starting Windows" at the bottom, there was no windows logo. The screen then went black for a couple minutes, and then finally went into a screen with the typical Windows 7 background and my cursor. Except the screen was zoomed in a little (everything was slightly blurry), there was no login screen, and no desktop icons or task bar. I could move the cursor fine with my mouse, however there was nothing to click on.

I've tried safe mode, "repair your computer", and memory diagnostics. Nothing has been able to get the computer to boot up past that same zoomed in page, and the memory diagnostics didn't pick anything up.

I think it could be Windows trying to automatically install Windows 10, even though I've declined signing up for it so far, based on what I've read. My internet connection was very slow (ultimately what led to me restarting it, which ended up starting the entire booting problem) before I restarted it, as if I was trying to download some huge file at the same time.

Gigabyte Z87X-UD4H motherboard
Windows 7 Home premium 32-bit (installed via usb drive, I never used a CD)
8gb DDR3 Ballistix Sport RAM
i5 4670-k
Sapphire Radeon 7950

When I had it, it was mismatched code in my BIOS, so I had to instead of startup repair(since it failed), I had an option to use the CMD from there and type in and clear some options. The blurriness was from the resolution being changed. Could be your AMD bios or drivers crapping out or uninstalling. I would check those first.

How exactly would I check my AMD bios? I can't boot even in safe mode and I'm not sure where any of those options are in the System BIOS.
