Did I ruin my graphics card by touching it with a metal ruler?

Ironically, I was measuring the inside of my computer with a metal ruler, to see if the new graphics card I want to buy will fit in my computer.
While measuring, I touched the graphics card and parts of the motherboard around it with the metal ruler.
As lazy as I am, I did it while the PC was running.

Now my graphics card doesn't work.
I believe it doesn't deliver any output, since the screen says "power saving mode". (Not the same message as if the cable is disconnected though...)

Everything works well if I plug the screen straight into the motherboard.

Did I completely ruined my graphics card?
Are there any solutions I can try?

Thanks for the input.
The first thing I though is that I shorted it out.
Is there any way to know if I did?
And if I did, is the card completely ruined?

Also, here's what I found in the BIOS menu: (Already set to the option shown)

Tomorrow I'll try to connect the card to the seconds socket (I think I have 2).
I don't have another PC to test on now, but I'll try when I have the chance.
