OC'ing is a complicated process. There are
MANY settings you have to change other than just trying to feed the VCore more Volts.
I don't have a link handy but try Google'ing an i5-4690 OC guide, read through it to get your bearings and follow the guide as well as you can
I'm new to Overclocking as well and it took me over a year to learn the limited amount I know now and get my i5 stable @ 4.4GHz.
Welcome to Overclocking where you will do more reading and learning (=asking specific questions) than actually changing settings for the OC
EDIT: Just to point you in the right direction of some of the things you'll want to change, "AUTO" settings are not your friend in an OC situation
