What am i doing wrong ? i have tried several voltages but none of them are stable

OC'ing is a complicated process. There are MANY settings you have to change other than just trying to feed the VCore more Volts.

I don't have a link handy but try Google'ing an i5-4690 OC guide, read through it to get your bearings and follow the guide as well as you can :)

I'm new to Overclocking as well and it took me over a year to learn the limited amount I know now and get my i5 stable @ 4.4GHz.

Welcome to Overclocking where you will do more reading and learning (=asking specific questions) than actually changing settings for the OC ;)

EDIT: Just to point you in the right direction of some of the things you'll want to change, "AUTO" settings are not your friend in an OC situation

I have overclocking experiences and overclocking my FX 8350 @4.6ghz took me over a week (finding the stable settings) but for the 4690k its been over a month and i am still stuck :(

I would say that you need more knowledge in over clocking. As I pointed out, AUTO settings are not what you are going to be using, especially for a high OC like 4.6

Want something more specific? You don't want your CPU Core Voltage Offset Mode set to AUTO. Neither the CPU Core Voltage Offset to AUTO.

Those are just two glaring error that I noticed. There are many more errors (almost every single AUTO setting) but I don't have time or patience to teach it all to you. Try looking up some guides to learn what you need. If you have specific questions after having familiarized yourself more I'm sure myself or others will be able to help :)

Use Voltage Offset, not Voltage. Do the math with how much it is over the listed stock. Put it .25v higher than you have now, along with RING offset. Boost the VCCIN to 1.85v or 1.9v.

4.6ghz is quite up there buddy, you may have to back off to Turbo 46, 45, 45, 45
 
How can overclocking be so hard for you? I just set the multiplier and adjusted the vcore on my 4690K to get 4.5ghz which I got really easily. Sure you can mess around with LLC and other stuff, but leaving that stuff on AUTO is perfectly fine.

Just like William said, you might need to adjust your core values. I suggest something like 46, 46, 45, 44 or something around there.

okay after trying for several weeks it seems like my cpu can't go more than 4.5ghz so i guess i will stick to 4.5ghz but i think it could be the motherboard what do you think ?

Your little Intel transistors don't like flipping on and off more than 4.5 billion times a second, I guess that's life sometimes.
I don't like my temps sitting higher than 70c for 16 hours a day, so I run at 4.4GHz, keeps it around 62c or less.
