Im going to spend 400 on a graphics card will an I5 be enough processor? What type of I5 should I get?

If the budget is around 400 USD and you are talking about directx 12, then you should go AMD (I'm thinking about the R9 390X). Why? Because AMD is more optimised( right now) for Directx 12, because their GCN architecture also focused on asynchronous compute and they've developed Mantle which, in turn helped develop Directx 12. Also, i think you should go for i5 4690k, or i5 6600k if you have the budget (but that will require new motherboar, DDR4 RAM etc.)
P.S. I suggested this without knowing other specs you have...

depends on what the use of the system will be gaming, video editing, autocad, htpc..... also what power supply, motherboard will you be using.....are there parts you already have or is it a fresh build? if fresh what is the total budget?

I think that using Nvidia would be the best way to go since they're more efficient and less power hungry. You should look at getting a GTX 970 as its right in your budget of $400. As far as a processor, you can pair that with an i5 4690K and you'll have an amazing build. If you really want a lot of performance, you can get a high quality Z97 motherboard, like a Asus Z97-A, and overclock the CPU.

I agree. an i5 and a r9 390x is best choice for money right now.
