are these temps normal? idle on bios i'm around 40-44c. 100% load using realbench for 15minutes 70-72c, re-applied TF 400 thermal compound, small dab non-spreaded.

ambient temps are around 25-30c in the summer

CPU: i7-5820k @4.0ghz
GPU: GTX 980 ti (EVGA SC + ACX2.0)
RAM: 16GB Corsair Vengeance DDR4 2400
Motherboard: MSI X99A Gaming 7
Cooler: Corsair H60

Fan setup: 2 front 120mm's taking air in, 2 top 120mm's pushing air out, cooling fan on back pushing air out

can't seem to run aida64 on windows 10 without eventually getting a "system out of resources" error

case: zalman z3

I have a similar set-up to you,

CPU : i7-5820k @ 4 GHZ
GPU : GTX 770 Phantom (Gainward / Nvidia)
RAM : 16GB RipJaws DDR4 2400
Motherboard : MSI X99
Cooler : Corsair H75

I have Front 120mm intake fan 1200 rpm , Side 120mm Intake fan 2400 rpm, 1 120mm fan 1200 at top pushing air out, and my Corsairs H75 is set up to also push air out.

Case Is Zalman Z9

Running Stable @ 4GHZ and 1.115 Vcore voltage, everything else is auto, bus is 100 and multiplier 40. so. after long tests from Aida64 and prime 95, 27c Idle, and 55C at max load temp, maybe sometimes 57C depending on room temp. Inside my case its 23C idle and goes to 30C when running games etc, due to reading the lcd temperature display on outside of the z9's case.

I think it is...

Combined with your ambient temps and the h60 they are fine. It produces quite much heat. You would need better cooler and lower ambient temperature for higher clock. But with your setup the temperatures are absolut normal.

I think it is highly possible for you to get equal temps to my own, you just need to double check your fans are all positioned correctly and check your water cooler fan orientation etc, just play around with your airflow before you make peace with your max load temps.
