I am entering college to be a software engineer so what is best a gaming laptop or build a PC ?
i have a hp laptop that i had for 3 years ( http://support.hp.com/us-en/document/c03000261) and i don't know whether to keep it and build a gaming PC with a reasonable price or get a gaming laptop instead.

I suggest selling the laptop you have and getting this: http://www.newegg.com/Product/Product.aspx?Item=N82E16834232505 ($719.99)
Specs:

8 GB Memory 1 TB HDD
NVIDIA GeForce 840M

DL DVDRW Drive/CD-RW Drive

and then with the remaining money get this pc:

You won't need a workstation level computer for software engineering. What NoobGamer40 suggested was pretty much on point. Perfect for college and the desktop will be a fantastic gaming machine.
