Hard Drive goes gangbusters on bootup and never stops, makes rig sluggish

I don't know what is the cause of this but my hard drive goes nuts when I boot up and NEVER slows down, Programs and web tabs frequently stop responding and sometimes have to be force-quit if they don't recover and trying to navigate the Steam client becomes a complete nightmare.

I tried booting in safe mode and running Malwarebytes Premium, Baidu AV and Adwcleaner and I made sure to go into msconfig and deselect all startup programs (except Microsoft ones) and deselect all services that I don't use (AV, MBAM, Nvidia, Winpatrol are kept). but this issue never gets resolved. I even reinstalled windows 7 and STILL this ****ing issue is ever present!!!

I boot up and leave my pc for an hour idling at the desktop and when I return the HDD is STILL going absolutely nuts. It NEVER even slows down!

PLEASE ASSIST!!!!

Am thinking indexing is turned on gangbusters, or failing HD that is trying to recover itself, to corrupt OS by whatever reason.

But OBVIOUSLY, when the HD is going nuts, constantly, that has an immediately impact on system's performance, so you cannot ignore it and the problem must be resolved with no secondary option.

i know it's a pain in the ... but a fresh install usually solves everything, which makes me think it's a hardware problem.
try another reinstall on a different drive and if that is okay then your original OS hard drive isn't.

Sorry that you are facing some issues with your WD drive. :(

It may be a good idea to back up the data stored on the drive until you sort the issue out.

After that, you can just test your OS drive with WD's Data Lifeguard Diagnostic tool: http://products.wdc.com/support/kb.ashx?id=9H6Uxl
Also, there are some third party tools that can show you what is accessing the HDD.(you can check Resource Monitor as well)
Trying something simple as just attaching the HDD with different SATA and power cables to a different SATA port will not hurt as well.
