When I put my computer to sleep and turn it back on and proceed to open a game, the performance in the game is severely reduced.. I get lower FPS, and I can't tell if it is the GPU, CPU, or something else.. I have to shutdown the computer and turn it back on for the performance to be normal again.. Is this normal?

Let me know if any other info than what is below is needed!

CPU: i5 4590
GPU: ASUS Strix GTX 970
RAM: 8 GB
SSD: Samsung EVO 840 250 GB
OS: Windows 8.1 Pro

It doesn't reduce performance but waking up computer from sleep uses cpu and ram from instantly running all processes . Sleep mode saves power and I recommend you start the gaming after 5min as all the processes will be finished loading so you get more resources for your games. I hope it will help you.

I have a desktop where once I wake it up from sleep the cpu fan stops working, causing the cpu to throttle. Change the fan settings in your BIOS to see if that helps (that's the suggestions in all the forums).

Any chance it's a Gigabyte motherboard?

Yeah, it's a Gigabyte LGA 1150 Intel H81 SATA 6Gb/s USB 3.0 Micro ATX DDR3 1600 Motherboards GA-H81M-DS2V.

"Hey,

You had mentioned something about changing the settings on the CPU fan in this thread: http://www.tomshardware.com/answers/id-2796927/putting-...

What did you exactly change in the fan setup? I went into the BIOS and my fans were set as "Normal" in the BIOS? And that was the only thing I found for fans I believe.. My board is a Gigabyte.

Thanks."

I have a Gigabyte GA-970-DS3 with the same problem when it is woken up from sleep. (The CPU fan does not work so the CPU throttles). I have more options than you, but none of them worked - my 212 plus still does not work after woken up. Rather than buy a new cooler, I just don't let it sleep - which is only a minor hassle due to the quick start time with an SSD.
