I have a ASRock X79 Extreme4 motherboard that came with my custom ordered PC a couple years ago and I'm finally getting around to checking out the insides. It seems like the builders cut corners so I'm troubleshooting some things just in case.
On my motherboard, there is a fan and heatsink built into the board. Its never turned on and now Im wondering if this is a flaw in the motherboard or if I need to plug in something to make it work.

My second question is directly below the fan is a two digit display, a power button, and a reset button. Could someone explain to me what these are? And why the display has never turned on either?
