Alright let me give whole description here -

CPU - i5 3470
Motherboard - DB75EN
GPU - gainward GTX 650ti 1 gb
Ram - 4gb, going to upgrade soon.
PSU - cooler master thunder 600w

ok so when i play games like metro redux 2033 and also dead rising 3 they are working just fine no lags n shutter.

and the idl temperature is 32c for gpu and while playing games like dead rising 3 56-57c it goes because its too hot here in where the place i live in and cpu temp 50c. but idl cpu temp is 41 thats what speedfan shows but in bios its 55c.

above all these temps is it because too hot in here or somethings wrong in my pc?

and also i recently bought this graphic card its all new.

then i think should play games without being worried

out of topic ,i've been thinking to build new pc whole new one, i am including gtx 770 in it so your suggestion for specifications including this card.

You should create a new thread with a title that indicates you want a new build. If you plan on using a GTX 770, then your current system should be fine. If you still want to build a new one, then provide your budget.

i've created a new thread already and my budget would be around 90k.

I would run with that or RealTemp to monitor CPU temps. But as previously said, as long as temps are under 70, you're fine. Every time I've read the CPU temps in BIOS, they are always warmer than in Windows.
