GPU problem Matrix HD7970 Platinum

Hello!
I've tried to install my newly aquired used HD7970 in my rig, but for some reason, it doesn't seem to send a signal to my screen.
I'm using a DVI cable to connect to my BenQ monitor, and my current HD6950 sends a signal just fine.
My rig consists of the following components:

- i5 2500k CPU
- HD6950
- MSI P-67A G45
- 8 gigs of cosair ddr3 ram
- Samsung SSD as bootdrive
- WD HDD as storage
- Corsair HX650 watt powersupply

All mounted in a CM HAF tower.
I've got the latest version of AMD CCC installed and I am running win7 as my OS.

You may have to rma the card. But before we do that let's try this. Download ddu and choose the clean and shutdown option for amd. After it performs this, take your gpu out of the pci slot and clean it. Once it's clean place it back into the slot and boot your computer. Then go to amd's website and download the latest drivers. (15.8 Beta as of writing this) Then test the card and see if you still get the problem.

I don't have the ability to RMA the card, as I got it for free from a relative, it should be noted that the card works flawlessly in his rig. I should also mention that he flashed the HD7970.
I'll attempt to do what you've specified, I'll come back after I've tried that. Thank you very much for the response, I appriciate it.
