Moving Windows 8 To A New PC

I'm considering building a new PC,
I already have a hard drive with windows 8 installed from my old PC that I will be fitting into my New PC. Will there be any issues with booting windows from this HDD from a new machine?

Yes, probably major issues.
HDD with existing OS, moved to a new PC = sometimes it works, sometimes it doesn't. Sometimes it works, sort of, and then issues crop up later.

And then we get into the possible licensing/activation issues. Is this an OEM or Retail Win 8 license?

A clean install is always recommended, sometimes required.

Its a copy of windows 8 that came pre-installed on a custom built PC I had made. I had the Disk and CD key but dont't think i am any longer in possession of them.

Then that is almost certainly an OEM license. And as such, is tied to that original motherboard.
Even if it did work, you'd be left with the old PC and no OS.

Solution? Sell that old PC for $150. Buy a new OS for your new PC. Buy a couple of pizzas with the rest.

so there really is no getting around having to buy a new copy of windows 8?

Each PC needs its own OS license. An OEM license, per MS licensing agreement, is indeed tied to that original motherboard.
You might be able to convince MS to allow that license to be used on a whole new PC. Maybe.

But you will need to reinstall the OS. From install media which you do not have, and can't download from MS.
Easiest thing is to budget the OS into the new build. Yes, an extra $90-$100 seems to be painful. But what percentage of the total is that? 10%?
Just do it. Or sell the old and fund the new OS.
