No it wont to be honest with you. Even if you did crank everything down you would still have horrible performance. Especially on maps like Cobblestone, or during the gamemode like deathmatch also you dont want to play at anything under 60fps anyway, you will be at such a disadvantage to everyone else

Lol wow have you every played CSGO? Im pretty sure if i booted up my old pc and went into the void I could get 60fps too. Unless he is gonna be playing on the least demanding maps against bots he is not gonna be getting performance like this. I have a 4790k and a gtx 970, i dont even run the game maxed out and on cobblestone my fps drops to 200fps. So just imagine what a populated DM server would do you a poopy graphics card and a i3 cpu in a laptop.

Honestly i would recommend you to wait and save up more money, its a better option then building a super cheap pc and just having it become horrible in a 2-3month time span
