Second Hard drive, Access is Denied

Ok so I boot up my pc one day and it says it couldnt boot up(blue screen?). So after a system restore, all the folders and files on my second hard drive gets the access is denied popup when i try to copy/delete/etc. My boot drive is an ssd (C:) and my second hard drive for most of my files is (E:) I can do anything on the C: drive without any problems. I have also already taken ownership and full control on the E: drive and still gets access denied. Is it possible that something is corrupted here? Like a corrupted user or drive? Would i need to reformat to fix this now? Thanks in advanced

In case the issue persists, I guess you can try booting up Ubuntu either from a CD or a flash drive and access the drive: http://www.tomshardware.co.uk/forum/267999-32-recover-data-mode
After that, you can back up your data and reformat the drive.

I actually changed permissions first then took ownership. I didnt't know there was an order at first. Does is mess things up if its not in the right order? If so, can i reset things and take owner and change permissions again?
