able to run planetside 2 at max?

Is my build not enough to run planetside 2 at max and get 60fps? I just assumed that it would since I thought that ps2 wasn't a popular game compared to other fps games like halo and cod which made me think that it wouldn't be a resource-consuming game (idk how I came up with the logic of less popular = less demanding, just goes to show how little I know about pc's).

the 860k is more than enough for the game system requirements for the game are phenom x4 950 to play at high settings the 860k is a better cpu than the phenom. I believe he already owns the rid and is wondering why its not performing well. but I could be wrong

Really? I saw some frame drops with max settings so I dropped it all the way down to very low to see if it helped and strangely it didn't. Did I mess up my pc already?

there are many factors....run a few bench tests like furmark and also run a test on your internet speen... slow interwebs can hinder data transfer also test your ram performance if you have failing ram sticks it can also slow you up

Alright I'll try to use furmark. But I think it just might be me not putting my ram sticks into the blue slots since it was preventing from putting on the cm evo 212, in which case I put them in the black slots instead. Could be right? Since you have to put them into the optimal slots, whatever that means ( i assume it's the blue slots)

The settings for afterburner are not from me, I just searched on youtube on how to overclock using afterburner with the same gpu and this youtuber had those settings so I just copied his. I didn't want to tweak it personally since I don't have any idea how to do it.

Alright I'll try to use those. In the meantime did you look at the pictures? Find anything out of the ordinary?
 
Furmark temp at 68c. That's very good. Means that even in the most demanding games your temp should not go any higher than that unless the heatsink is clog with dust and there is airflow problem with your case. In reality you temp might not even reach 68c even if gpu utilization is at 99%

So basically my CPU is the main reason why i have fps drops. Should have saved for a budget 6 core or even for an i5 :( oh well. budget gaming hurts.
