Iphone 5s unlock to other networks?

I run tourist Apartments in my country on an island in Croatia, and cleaning lady found iPhone 5s in one of the apartments under bed. I reported to tourist agency the missing phone, they told me to keep it until the owner contacts them , and i reported to police they also said the same thing. Its been 6 months now and i called agency 2 days ago and they told me to do with it what ever i want. Iphone owner is from England.

I already called few of my friends to help me set it up, they hard reset it somehow trough iTunes, but now the issue is the phone is locked to vodafone network only. Then i called one of the local mobile service if they cound unlock it, but they say they cant, or maybe they wont as they suspect maybe it is stolen?

My question is, is there any way at all to unlock this phone to other networks, or use it in any other way, considering i dont have any documentation about this phone at all, just plain brick that turns on and off and tells me to insert a different network card.

Or i can just simply throw it away?

Contact Vodafone, and request an unlock. It is a long and painful process, but just keep hassling them.

You could also consider something like: http://www.sim-unlock.net/, but going through Vodafone should be free of charge.

You could also just setup a Vodafone contract?
