Higher tier PSU's cost a lot more where i live, whats the worst thing that could happen if i went with it without overclocking?

the least thing that could happen is that you system will reboot when you put a load on it like gaming.

the worst that can happen is that it fails and damages your motherboard or video card.

this might not happen for a few month or even a year but over time as components in the PSU become weaker or worn out.

and if i went with a gpu that requires less power, say gtx 970,would it be more reliable?

those two video cards use about the same amount of Amps.

If you would change to a GTX 960 or a R9 270, your system will tax the PSU less.

I would use these type of PSUs for like an office computer with a build in video card or a low level GPU.

A power supply is the last line of defense against power surges to protect you expensive hardware.
