This is what I've come up with so far:

Intended use: gaming, CAD, internet browsing, video and image editing.

No SSD yet because I need at least 1TB and those are still too expensive.
The CPU stays. As for everything else, I'm all ears. So would you replace something here? And which RAM option of the two is better?

That PSU is not something I would recommend. Never heard of it. For what you want to do, this would be a better fit. Cad, and your video/image editing will benefit more from the extra threading.

1. I would totally buy a Xeon given it's basically an i7 for "i5 money", but Haswell is more than 2 years old now and I want the lastest and greatest, hence Skylake. I don't know of there will be such a Skylake Xeon with HT for this price or when it is going to come. I need a new PC now. Don't want to wait.

2. This is a budget build and I've never had a bad experience with cheap PSUs.

3. Why choose TN panel over AMVA?

Skylake is not really that much better than Haswell, to justify the extra cost. It is the same situation that there was when Haswell was released vs Ivy. Skylake currently is not worth getting, over Haswell.

You never, ever, skimp on PSU. It is the single most important part of your system. You can get inexpensive, yet still quality units.

IPS monitors tend to not have the desired lower refresh rates, that are better for gaming.
