Very low fps with good system.

Whenever I play a game, I get low fps, doesn't matter what settings (usually)
I can have around 24fps to 60 fps while playing
All my Drivers are updated.
I have tried turning off vsync, no difference. I have tried changing the max fps in game, still, no difference.
I have watch a video in 1080p without any problem, why online it's all smooth, it's only in game

Games: Counter-strike: Global offensive.24 - 60fps (10 if looking into a smoke grenade) World of Warcaft.25-30fps all the time. Diablo3. Do not know where see the fps.

I've had this problem since I got the computer, the temps are around 30c when playing.

What could be the possible cause?

This is my first post so if I left out any important information then please ask and I will look it up ASAP. :)
 
Solution
No problem there. We all have 'smack self in forehead' moments. Thanks for letting us know that solution, we can suggest that to the next person who has a similar problem. It's all about Productive Struggle.
If you are using the stock cooler, then the temperatures should be higher than that when playing. If you have dialed back the settings in games and it makes no difference, the 'problem' is in the CPU system.

What are the CPU temperatures like when you run a stress test like Prime95 26.6.
What results do you get from the free 3DMark Fire Strike benchmark, or the free ASUS RealBench benchmark?

What should it be running at? Also, should it go up and down, stays at 135 on MSI afterburner
 
There's something wrong with the information then, 34C is crazy low for that stress test. Get (free) HWMonitor or HWInfo and tell is what the core frequencies and temperatures show.

It's almost like your CPU is heavily underclocked.

OCCT can monitor temperatures and frequencies.

checked with HWMonitor. Grapthic card @ 33c. intel core i5 4670k peaked at 80c

So... This is awkward.. I have been playing on VGI and I can't plug that into my graphic card, changed to hdmi witch is plugged in to that, got 300fps..
