So this is my current build:

---------------------------------
Operating System:
Windows 8 Pro 64-bit
CPU:
Intel Core i3 4130 @ 3.40GHz
RAM:
4.00GB Single-Channel DDR3 @ 798MHz (11-11-11-28)
Motherboard:
Gigabyte Technology Co., Ltd. B85M-D3H (SOCKET 0)
Graphics:
S20C300 (1600x900@60Hz)
Intel HD Graphics 4400 (Gigabyte)
2047MB NVIDIA GeForce GTX 960 (MSI)
Storage:
931GB Western Digital WDC WD10EZEX-00KUWA0 (SATA)
Optical Drives:
HL-DT-ST DVDRAM GH24NSB0
PSU:
Cooler Master b600 V2 600w 80plus

Im getting weird stuttering at GTA V, i have even lowered nvidia geforce experience optimized settings for the game, but that won't change anything. I think that my budget processor is bottlenecking my gtx 960 to this points, though im not 100% sure yet (maybe it's also ram). So i would like someone to recommend me a GOOD not-so-expensive processor that can do great at gaming and pairs with my current build, and if i should go AMD or Intel (if you tell me why that would also be cool). All answers are hugely appreciated.

Most important thing right now is to get at least another 4GB of RAM to hit 8GB, games nowadays use easily 6GB so that certainly is part of the problem.

You could also upgrade your CPU to a i5-4690k, should make a nice difference on CPU intensive games and the OC capability will let you go even further (paired with a decent aftermarket cooler of course.)

No reason to switch to AMD, your i3 gives almost the same performance an FX-8350 would, and an i5 will do far better in games.

If you have a nice budget Skylake is indeed a possibility, but right now an i5 + getting a total of 8GB should do the trick.

AMD is great for the price but Intel smashes it in single core performance. The FX-6300 works great for most games and still holds its own, even in the later years of gaming. You can get one for around $100 and get the Asus M5A97 R2.0 and overclock it. together it'll run you around $170 for the processor and mobo. The 6300 is a great processor and you kill 2 birds with one stone: eliminates any bottleneck and you get a new motherboard which could also be your problem. Ram is also very much used in games like Gta V. I suggest getting G Skill ripjaw 8gb dual channel running at 1600mhz memory for $50 on NewEgg. Also, consider getting windows 10 pro, it'll help with any compatibility issues. I hope this helped yoo :)

You will want at least a quad core processor and some better RAM. Since you would be investing in a new platform upgrade, I would recommend going with a new skylake build to be future proof.that being said, you want something inexpensive. When you are on a budget you will always get better price/performance with AMD. You are going to need an entire system upgrade, but it can be done decently cheap. What is your budget for the upgrade? Take a look at the FX line up.if those are out of your budget, the quad core Athlon line up will do the trick. Pair that with a new budget motherboard and some faster DDR3 ram and you should do fine. If you can give us your price range we can recommend some parts alot easier.

na he wants a great gaming cpu. amd will not do. get any intel cpu and it will do great a i3, or i5 would be the best for you. and he dosnt need win 10 pro there will be no compatibility issues unless he has 2 cpu's 192 gigs of ram or many terrabits of storage.

You absolutely need more than 4GB for GTAV. I've seen my usage go up to around 5.5GB, so there's a good chance that your low performance is being caused by insufficient memory and heavy swapping going on. As for the CPU, the only worthwhile upgrade without having to replace the motherboard would be an i5 4690.

Agreed, going from intel to amd would be a downgrade, a side grade at best from the i3 and not worth the money and os reinstall. If possible, check into an i5 and either adding 4gb of ram (provided you're on a single 4gb stick) or sidestepping the headaches and getting an 8gb kit. Some people have had ram compatibility problems adding different ram together, even the same brand/timings.

For less than an 8 core amd + motherboard + ram you can get an i5 + 8gb ram kit and still end up with a better gaming system.

A 960 with an i3 is fine, even for GTA V. Well .... maybe because it' GTA V we're talking about, maybe it's the only situation where an i3 might be a bottleneck for a 960.

Otherwise, like everyone here says, you are getting stuttering because you only have 4 GBs of RAM and because you probably are running the game of an HDD. Running the game on 8 GBs of RAM and on an SSD would yield much improved results.
