Solution
If you want to do a complete clean install, backup any important files elsewhere that you don't want to be deleted.
There a good guide on isntalling window 8:

Before you install windows 8.1. I would download the motherboard drivers from here:
http://www.gigabyte.com/products/product-page.aspx?pid=3915#dl
You only need the Audio, Lan and chipset. Download them to a USB thumb drive.

I would unplug any drives that won't be the boot drive.

Boot up the Window 8.1 setup. Either via disk or USB drive depending on your method.
You can choose to do it in MBR or GPT format, look at the guide linked.

When you get to the screen to choose where to...
Yes, you should install the motherboard drivers. Go to the manufacturer website of the motherboard and look for the driver support page. Download the one you need and install it: Typically you need the audio, chipset, lan and maybe usb, it depends what motherboard you have.

go into windows device manager before you do a wipe. look at devices there and under mouse/keyboard/printers and scanners and sound. do a print screen to print out your hardware. you need printer drivers...sound card..network drivers...mb drivers... intel chipset drivers there two of them..one version 9x is for the z77 and older chipset and the newer 10x drivers for the newer chipset. intel also on there newer mb have mei drivers. amd now as the omga drivers for all of there newer chipset mb. with the install of 8 or windows 10. boot off windows install disk..go into advance mode and delete all of the old partions to remove windows 7 after you back up your personal info. with nothing on the drives let windows make the partions needed and install itself. on reboot remove the cd let windows install itself. when you get into the desktop plug in your usb stick with all of your drivers. install the chipset drivers...reboot. install the video drivers and then reboot. install the ethernet and then sound drivers..realteck install will reboot and you have sound on reboot. go into the device manager and look for any missing drivers. if there none turn on windows update and let it run. when it done...install printer and any 3 party hardware.

When you get to the screen to choose where to install the OS, I would delete the old partitions containing the old OS. Then you can click on "New" to create a new partition for the OS to be installed on.

After you installed window 8.1, it will restart and you configured the settings, you will be greeted to either the Start screen or desktop. You can now plug in the USB thumb drive containing the drivers. Install them all. You may need to extract them and go into the folder to find the Setup.exe.
Afterwards, you can run Window Update or you can use WSUS Offline updater.

unplug any drive that wont be the boot drive what dos it mean
does it mean formating the had disk drives?

Unplug the SATA power or data plug from any drives that will not contain the OS.
Boot drive is the drive that contains the OS. It's just a precaution so you don't install it on the wrong drive if you have more than one.
