PC suddenly died, wont start up again

I've been having some problems with BSOD's lately (BCCode 116) and had been told to do a stresstest of my GPU(GTX 760) with Furmark, which caused BSOD immediately. I then tried swapping out my GPU with my brothers GPU(GT 730), and the test ran for 10-ish seconds, then my computer shut down, and now it wont start up again.

I tried removing the GPU to see if that would help, but no. When I press the powerbutton nothing happens at all. I had a similar problem before, that my PC wouldn't boot, but back then when i pressed the powerbutton the fan on the PSU would move ever so slightly. Now nothing happens.

I've searched a bit on the internett and found that people say to disconncet all periferals, and try to boot with just mobo, psu and CPU. That didnt work. I decided to try with my brothers PSU. When I press the powerbutton, the LED at the front of the case lights up briefly, the fans rotate 1/4 of a full spin, and the it shuts down.

Does this indicate that both PSU and the mobo is defect?
 
it could be that somethng has failed and is causing a dead short and both power supplys see it and turn off. i would bare bones the mb and cpu use one ram stick and onboard video. take the mb out of the case and use both power supplys. all you need is the power switch from the case connected to the mb or use a screw driver to short the pins to start the mb. if the mb stays running outside the case is could be a short or weak power supply. if both power supplys show the same issue again look on your mb for any missing parts or melted spots or bad caps. if you have a amd mb and one of the 9000 cpu you could have burnt out a vrm. a lot of mb cant take that chip. on your power supply if you have a volt meter use the green wire trick and check all of the voltages make sure the power supply if it died did not take out your rig. what brand of the power supply??

I forgot to plug in the CPU power connector when I swaped PSU's. After plugging in that the PC boots. Should I plug in the periferals and see if it works normally with the my brothers PSU?

I plugged my brothers PSU back into his case, but now his computer wont boot. When I press the powerbutton the powerled blinks once. Nothing else happens. When I press it again nothing happens. If I disconnect the power and plug it back in again, I can get the powerled to blink once again. What am I doing wrong here?
