The general rule of thumb or at least mine is at least go 50 watts over the minimum at most 100. That's only if you don't plan on upgrading components in the near future.
Also according to your current setup. You have a 780 ti? You realize going from a 780 ti to a 960 is worse, a lot worse. Fps wise. Sure, you might get dx 12 features, but thats not going to overcome the short coming in just raw performance.

That seems obvious because based on your sig, all are better than the parts list you are asking. I mean, why would you replace your i7-4790k with an i5-4690 right? So, it's definitely a new rig.
