is Cooler Master IC Value V1 good for my CPU and GPU?

I have a laptop with CPU i5-2450M @ 2.5 GHz and GPU GT 540M 2GB. I live in India. I want to know that is that a good choice for replacing thermal paste, if not then tell me the correct one but under $10

i use arctic silver 5, but generally any aftermarket thermal paste will do. Though i've heard really good things about i c diamond. It has "real" fake diamonds. Or artificial diamonds.

Also it depends on your laptop if you can even remove the heat sinks or not. Some laptops are designed to never be opened like that.
